Carl Jolly is responsible for planning, directing and overseeing the activities of the Office of Retail Operations of the Pennsylvania Liquor Control Board. His responsibilities include developing, implementing and evaluating operational procedures to ensure that the effective sale of wines and spirits is consistent with consumer demand and strategic agency objectives. In addition, he coordinates a comprehensive leasing plan while also overseeing the facilities’ maintenance and equipment staff to assist and maintain each store.
Carl brings more than 30 years of in-store experience to the Office of Retail Operations. He began his career with the PLCB as a liquor store clerk and gradually rose through the ranks, becoming a store manager, training manager, district manager, regional manager and Director of Store Operations before assuming his current role.
He has participated in mission trips and was a game-day supervisor for the Pittsburgh Pirates Major League Baseball team.
A native of Pennsylvania, Carl is a 2015 graduate of the Pennsylvania Leadership Development Institute. He and his wife, Sharon, live in Dauphin County and have six children.
